The government offers a plan to borrow $177.6 million for the Kitgum-Kidepo road.

Amos Lugoloobi, the Minister of State for Finance, Planning, and Economic Development (Planning), brought up the issue on Thursday, April 18, 2024, at the plenary session. 

To increase the amount of money generated by the industry, Speaker Anita Among mentioned that the government has been constructing tourist routes all throughout the nation.

We must focus on building tourist routes, and today we will get a plan to borrow funds in order to build a tourist route that will connect Kitgum and Kidepo. If built, this route will increase travel to the country's north," she stated. 

Concerns were also raised regarding the loan's drawn-out approval procedure, which has lasted more than a year and a half and resulted in the accumulation of expenses, including commitment fees. 
"How come the loan approval procedure takes more than a year when all the feasibility studies are completed? It is important to take time and money into account, she stated. 

The Attorney General, Kiryowa Kiwanuka, recognized the worry but clarified that sometimes the necessity for more and better details to guarantee efficiency results in delays. 

"Getting the correct information from the relevant entities is the most important thing, aside from the time taken to negotiate the loan," he stated. 

Musa Ecweru, the minister of state for works, emphasized the problem of antiquated road designs brought on by the delay.
